• SOCIAL PERFORMANCE INDICATORS - LABOUR PRACTICES AND DECENT WORK

LA1. Breakdown of Workforce

Annually we report about the characteristics of our workforce (only permanent employees) at Transredes S.A, providing a breakdown by department, genre, position, place of birth and others.

We decided to report only those indicators which we consider the most relevant as part as our performance indicators on Responsibility with our Stakeholders. Please note that starting 2002 there is a change in the reporting criteria.

LA2. Net Employment Creation and Average Turnover Segmented by Region/Country

We show figures of employment creation and average turnover for the company as a whole as part of the performance indicators of Responsibility To Our Stakeholders. Please note that there is a change in data registration criteria starting 2002.

LA3. Percentage of Employees Represented by Independent Trade Union Organizations or Other Bona Fide Employee Representatives

Transredes S.A. supports and recognizes the constitutional right of its workers to form and be represented by an independent organization. The Union of Petroleum Workers at Transredes (Sindicato de Trabajadores Petroleros de Transredes) was formed in 1997 after the capitalization of the State company YPFB and the constitution of Transredes S.A.

The union works at the national level, with members or representatives of its board in the regions of Santa Cruz , Cochabamba and Chuquisaca. Actual affiliates are from Santa Cruz , Sucre , Cochabamba , Tarija, Camiri, Oruro and Yacuiba.

We publish the percentage of workers that are affiliated to the Union as part of our performance indicators of Responsibility with our Stakeholders. Please note that there is a change in the reporting criteria starting 2002.

LA4. Policy and Procedures Involving Information, Consultation, and Negotiation with Employees Over Changes in the Reporting Organization's Operations

Our acts are based on the pillars of our Sustainable Policy Framework, preserving and promoting “communication” at every level of our company. Our values imply that we should be:

LA5. Practices on Recording and Notification of Occupational Accidents and Diseases

Every month the department of Health, Safety, Environment and Social (HSES) reports the most relevant statistics to the different operating areas and regulatory bodies. It is also responsible for preserving the records and the management of health, safety and environmental risks.

Our practices on recording and notification of occupational accidents and diseases are documented as part of our business management system and comply with the OHSAS 18001 specifications, which is compatible with the P155 of 2002 protocol of the International Labour Organization (ILO) regarding the “Occupational Health and Safety Convention, 1981”

LA6. Description of Formal Joint Health and Safety Committees Comprising Management and Worker Representatives

The company promotes the creation of HSES Management Committees responsible for analyzing matters of health, security, environment, social and asset security that could affect, directly or indirectly, the activities of Transredes S.A. and its contractors, fulfilling the requirements of the law on General Hygiene, Occupational Safety and Assets.

The members of the Committees are executives of the different relevant areas and the representative(s) of the employees, who(m) is/are chosen annually by vote. The following are among the most important responsibilities of the HSES Management Committee:

  • Follow up the proper fulfillment of HSES standards and applicable legal requirements.
  • Perform consultations to employees, through its representatives, regarding the status, changes and revision of occupational health and safety management.
  • Evaluate and promote new ideas, concepts, best practices or technologies that could enhance the health, security, environment and social performance of the company.

 

LA7. Standard Injury, Lost Day, and Absentee Rates and Number of Work-related Fatalities

Total recordable case frequency (TRCF), lost time incidents frequency (LTIF), absentee rates due to illness, and fatalities are included as part of our performance indicators of Preservation of Human Life and the Environment. Additionally, we decided to report vehicle accidents frequency at Transredes and contractors, as vehicle accidents were one of the main causes of work related fatalities at Transredes. Since the implementation of safety measures in vehicles and an aggressive program to prevent accidents figures have been dropping consistently. Please follow the link below.

LA8. Description of Policies or Programs on HIV/AIDS

Every employee at Transredes S.A. is encouraged to take first aid training, and periodically engage in refreshment courses. Among other issues, these courses seek to bring into the attention of employees and contractors the importance of preventing health risks due to the exposition to pathogens that could affect the circulatory system, including the possibility of getting HIV/AIDS. Every first aid kit at Transredes S.A. includes surgical gloves, according to the description of their instructions. Every station and localization of project 38 is endowed with protection kits of blood pathogens and kits for R.C.P.

Transredes recognizes the universal right to work and does not exclude nor condition the permanence or stability of its employees because of health reasons, particularly in the case of HIV/AIDS, as guaranteed in our Diversity and Inclusivity Standard.

Following an analysis of the facilities of Transredes S.A., it was determined that there were several locations in which technical-operating activities were performed and required having persons responsible for the management of health, safety, environment, social and asset security at determined geographical areas.

Those responsible are “leaders” in each of their fields of expertise and are appointed to the management of health, security, environment and social at the locations identified by the analysis in an alternate way. These leaders are responsible of the supervision of the activities performed by Transredes' employees and contractors in order to verify and ensure the proper application of the policy, standards and procedures on health, safety, environment and social of the company.

LA9. Average Hours of Training Per Year per Employee

Transredes' main capacitation program, consuming the largest amount of hours, is the Multifunctional Operator Program (POM), which is required to all operating personnel at the stations. This program, designed by Transredes, has the objective of professionalizing the position of operator providing the technical tools and practical abilities in the following areas:

  • Operations
  • Health, Safety, Environment and Social
  • Preventive Maintenance
  • Management of the stations (budgeting, inventory control, etc)

The program aims to guarantee the operating reliability and the excellence of our services by achieving the highest levels of security and efficiency during operating and maintenance activities through autonomous operators, responsible for the quality of the service that is provided.

LA10. Description of Equal Opportunity Policies or Programs

Transredes S.A. has defined a standard on “Diversity and Inclusiveness”, which is part of its business management system, aiming to promote diversity and inclusiveness among Transredes S.A. and its areas of influence. The standard intends to promote respect to other people following the values of company and the principles of Sustainable Development.

The implementation of the standard is required to every area of Transredes S.A. and, if applicable, to every company for which Transredes S.A. provides administrative, operative of financial activities.

We understand inclusiveness as a place in which diversity is valued and in which every person has equal opportunities, under equal conditions, of developing its skills and talents in a way that is consistent with the values of the company, its principles and corporate objectives.

LA11. Composition of Senior Management and Corporate Governance Bodies

Regrettably, currently none of our board members or our vice-presidents is female, though women have been gaining participation in senior management positions. LA14. Evidence of Substantial Compliance With the ILO Guidelines for Occupational Health Management Systems

Our business management system has been certified under the norm OHSAS 18001, which demonstrates an integral management of occupational safety and health risks. This norm is compatible with the ILO guidelines for occupational health management systems.
